conservation on lake michigan

I am frequently down at the harbors fishing during the summer and often see "meat fishermen" catching and keeping everything they catch no matter how small, or what species. often these include small salmon and trout of six inches or less. Does anyone know how to stop this? Is there a number to call DNR to report this?
Any advice will be appreciated
