It is illegal to possess Round gobies or Tubenose gobies alive in Illinois. For more information on aquatic, exotic species, contact the Illinois Natural History Survey/Illinois-Indiana Sea Grant at 847-872-8677 or visit their website at www.ilsgcp.org. So the problem is not with chumming, but with possessing these species alive in this state. If you used just regular minnows, you wouldn't have a problem. So I take it as long as you kill the goby right away...There'd be no problem..
No big deal there seeing that they're going to be ground up anyhow...
