Correct on the time issue, for example perch fishing in Illinois will be off limits from 12:00:01 July 1st(just afer midnite June 30th) until 12:00:01 August 1st (just after midnite July 31st) Also correct about targeting fish in clossed season, if the DNR see's you out there with a Mik-Lurch spinner & a piece of crawdad he will write you a ticket for perch fishing, but if your spotted catching a perch on a big crankbait or tube bait chances are he'll probably figure your fishing Smallies
