Taken from the second page, first paragragh of the 2000 Cook County Forest Preserve Fishing Guide: The use of minnow seine is not allowed except in the Des Plaines river for collecting bait. Unless something has changed in the last 2 years that I'm unaware of, this would apply to ALL CCFP lakes/ponds/streams.
