If it separates fish/minnows/other bait from WATER it is a SEINE! Yours is a "Throwable" seine net, the net you use to get minnows out of your minnow bucket is a (very small)"dip" seine net, not all nets are seines...Tennis and Volleyball players use a NET but it's not a SEINE. (most)Smelt fisherman use a GILL net (fish pass through but get trapped by their gill plates), and some Smelters(mostly the Old-Timers)use a Dip Seine that's operated by some type of homemade winching device. The word NET describes what it is...SEINE describes what it DOES, and "SEINING" minnows in ANY CCFP is forbidden. I can't say for sure why this is but I'm assuming that they believe if everybody started seining minnows there would soon be none for the fish in those relatively small ponds, & a net doesn't know the difference between a fathead or shiner minnow & a baby bass or other gamefish, there are loads of minnows of all types in the Des Plaines river, do your SEINING there & avoid the ticket you will surly get if your caught seining bait anywhere else in the CCFP.
