All the suggestions given so far will serve you well. Although, ever since Shakespeare bought Pflueger and started making the Medalist in the PRC, I've seen a lot more problems with this venerable old line of reels.
Probably the oldest manufacturer of low-price fly reels remaining is Martin and I've never seen a bad one. New Martins start around $12-15 depending on the model.
