I don't know Billings, other than it's about 100 miles east of the fabled rivers like the Madison, yellowstone, and Gallatin. You may want to try to focus on finding a lake. The rivers will be cold, high, muddy, and possibly unfishable due to runoff. Some of those rivers only fish well for 2-3 months per year. I had a guide on the Snake tell me they had about 6 weeks per year of good fishing. Mid to late July is when the rivers start fishing well, unless it's been a very dry winter. I think they have gotten some decent snow this year.
