I agree that you can catch big fish on small baits and vice versa. However, if you fish exclusively with larger baits, your odds of catching a trophy are greatly increased. You may not have as much action as you'd have with smaller baits, but you'll be rewarded with a fish of a lifetime. When I go fishing in late fall with my dad and his fishing buddies for musky, we only buy suckers over 16 inches. We've caught more than our fair share of 30-40 inch fish,so we target trophies, and when we use large suckers, we catch only 40"+ fish. I caught a 51" musky two years ago on a 20" "rambo sucker". If you're going to target big fish, you must use large bait or you're just gonna have to get lucky with smaller baits. Just my two cents worth! Good Fishing!
