I hate to B,M,& C about the CCPF police, but they make it so easy. If they only knew how much more revenue they'd generate in Cook Co if they did get out of their cars and walk around once in a while. If they'd just put some effort into enforcing some of the laws and write some legitimate tickets, maybe some of the riff raff would stay away too. Will County does it. DNR does it. Why can't they. The only time I've seen them out of their cars in the last two years is when I either called them, or they were looking for a body. I hope there are others who can tell me they've seen better. When I see it, I'll shut up.
It doesn't take much effort to ticket a car in a parking lot. I'd tell your buddy to note the time on the ticket. If the cop was truthful and it was early, he should be able to get out of the ticket. You can get the 'official' sunrise/sunset times off most of the weather sites. This week I think it's around 8:20pm or so. If the ticket was written earlier than that, any honest judge should toss it.
If you get a ticket in Will County, chances are its deserved. I live a block away from a preserve and it's never locked up early unless there are 2 feet of snow covering the walking trails.
