You must have been an employee there because I am somewhat familiar with the area and don't see any way to get to the canal except to go through the plant facilities which appear to be guarded. I expect it does smell pretty bad there, considering you have Argo belching out fumes on one side of the canal, and I believe the Hodgkins sludge pits are on the other side of the canal.
