I read a couple of years back that they stocked flathead cats in all of the forest preserve lakes. This was done to control the carp population. Flatheads are very nocturnal and prefer live fish. I have been told that they can suck down a five pound carp like it is candy. They do not get caught by fisherman because the parks close at dusk and the majority of people fishing for cats use nightcrawlers or stink bait, not a Flathead favorite. I have a feeling that this is a potential untapped fishery but would take a long time to figure our the spots and a lot of patience waiting for the bite. Almost all of these lakes have small bluegills. It is legal to use these for bait as long as you caught them from the same lake you are fishing for the flatheads.
