I tried out a gadget to help with hookups on the tip-ups. I think it's called a quick-strike rig. It's a little spring loaded contraption that gives a jerk when something takes the bait. I bought them at the fishing show, but I've seen them advertised other places since. I only tried it on one outing, and that was the only tip-up that caught anything (a good sized perch).
You could probably make some similar out of spring steel.
