It's called a speed hook. There is a www.speedhook.com web site, that I think is the same thing, but I can't get to it now.

It looks like a small wire coat hanger. You bend the ends together to put it under tension. When a fish takes the bait, it springs open, pulling the bait up. It's supposed to be fished under a bobber or tip-up.

I can't remember the exact price, but they are about $4 apiece.
