Where to Get Salmon Bait (spawn bags) ?

Does anyone know where to get the spawn bags to fish for salmon in the fall season? I've been asking the people who use them but they all are saying they get them through friends and that spawn bags are not sold at baitshops. Is this true?
Are there any other baits one could use used? Last year I've tried using crawlers, shiners and spoons during the fall season but cought only three brown trout on them.

Any info is greatly appreciated. Thanks.
