There is a barge at the Mississippi River at Dubuque, but a better bet would be streams like the Apple River at the State Park near Stockton or in Hanover. Wisconsin has some excellent smallmouth bass fishing in the Galena (locally known as the Fever) north of Galena. May be a little early now, but Wisconsin also has a public access law (stay in the stream), while Illinois you need permission anywhere you fish.
