I read the article and it sounds like a good plan. The 5" fish do have a greater survival rate. I think it would be cool to be able to tell which ones are stocked by the special markings. The cost of around $1.00 a fish could get pretty expensive. I think money could be raised by fining pollutors and litterers on the river. Littering can bring steep fines and just ask Kevin there is plenty of it being done. Companies that violate EPA regulations can get huge fines for illegal dumping in the river. It would be nice if these funds could be used to help restock the fish that the pollution kills.
