Default trotlines

I am no expert, so I thought I would ask if there are limits to trotline use in the Kankakee River? We have been wading the Des Plaines area and have been getting our legs tangled by trotlines being placed in the river by fisherman along the north shore.

Cut 'em when i find 'em after unhooking the fish. After wading the K3 and having a hook stuck into my calf passed the barb, all untended lines end up being history. Big problem with people setting and leaving/forgetting lines in my chosen area, finding skeletons hanging from hooks was bad enough, but forgiveable. But seeing the same twine and hooks in the same area time and again shows me the person setting them has no regard for selective harvest or safety, 100 plus hooks is outrageous to boot.
