You may be able to find a brown or two by casting a spoon, like a lil cleo or a kast master. You can also try some big shiners on the bottom using a pyramid weight. I doubt any salmon are around but some brown trout are found around there. Are you going to be fishing at night? If so get some glowing spoons and something to chage them up with.
I have never fished for bass around there but I bet some are around. But I would try for some perch. Try using a crappie rig with large fat head mionnows, or a slip float a foot or two off the bottom. As far as where to start I remember for previous posts that on the north side of the pier just outside of the parking garage.
Other will be able to help more than me, but I hope this is a start.

navy pier
my favotite spot is on the north side, either facing east (by the bus turn-a-round) or the first couple of hundred feet as you go out on the pier.
keep moving around until you find 'em!!!

With perch, your line isn't all that important. Don't use 50lb or anything, but somewhere between 4 and 12 would be fine. I agree with Lars and Mother....perch fishing requires you to move around. I usually set up a rod or 2 with fatheads under a slip float, and then tak another rod with a jig and a minnow and go for a walk. Don't go so far that someone can steal your stuff, but try different spots. Perch travel in schools and they move around.
