Last night they had the entire side by the pipe blocked off. The first time I circled around, they had all the meters covered with bags that said, "No parking. Police Order. Tow Zone." The second time, they even had the roads blocked. Is there something going on today?

You can park near the old Meiggs Field tower (now a police station, I believe) for free without a permit from Henry's. Otherwise the Henry's permit is available for around $10 and is good for 2 months at a time.
