Default "Anything between 18-24 inches must be thrown back...

I was scanning through the police blotter in the Northwest Herald and came across this. Has anyone heard anything about the restriction. I'm wondering if the restriction is only in effect during spawning season?

* James H. Matias, 47, 2307 Catherine Ave., Twin Lakes Wis., was charged Sunday, March 6, on the Fox River south of the McHenry Dam, with possessing a 19-inch walleye. Nineteen-inch walleyes are in a "closed slot." Anything between 18 and 24 inches must be thrown back, IDNR police said.

That's what it states on pg. 17 of the 2007 regs. 18-24" are protected.
Nothing about the "time of year"you catch them.
