It does seem odd. That lake is pretty small. Doesn't seem like it would be a problem for a boater to just float to shore if they went overboard.

All I can think of is the typical two-man drowning scenario: The old man went overboard. He probably couldn't swim, and panicked. His buddy might have tried to pull him back into the boat, filling much of the boat with water. The old man (fighting for his life) probably pulled the other guy in and drowned them both.

When someone is panicking in the water, never try to assist him by hand. They will try and climb on top of your head (pushing you underwater) to save themselves. Doesn't matter if you are their own mother. Throw a life jacket or cushion they can grab a hold of so they can calm down and catch their breath. Then get them back on board.
