There is a boat launch John. You can get in by the golf driving range. I am not sure how much it is to park though, or if access to the harbor is free to the public now. Ever since the yupsters moved into the buildings along the Lakeshore they have begun charging to park there and imposed all sorts of crazy restricitons. You might want to call the Chicago Park District before you go to make sure. Good luck.
