Pete gives alot of good advice there, but I also suggest the online method.
It is easy and painless (except for the cost of course) In my opinion the only way to go. And he is right about not forgetting to have them on you.
A few years back in my haste to get on the water the first day after getting the cabin set up I was out fishing and the DNR warden did come up to my boat and check and I freaked out when I realized It was laying on the table back at the cabin. He was nice enough and followed me back to my dock and let me get it. All was well then and he went on his way. Had I been "lying" and he followed me to my dock to check, then that would have been bad news. Don't be on the water without one. And if you are and get caught don't say it's back in the cabin or car unless it really is because they WILL follow you there to check. 8:)
